Dick begins by examining the MPAA's set-up as an anonymous group that is exclusively funded by the major Hollywood studios. Fundamentally established to prevent children's eyes from seeing anything society would consider unsuitable, the MPAA has blossomed into a powerful force, with the difference between an R and an NC-17 rating possibly leading to millions of dollars forfeited at the box office. Actors and directors such as John Waters, Maria Bello, Mary Harron, and Kevin Smith offer their forthright opinions on these decisions, and Dick highlights many of the clips that have fallen foul of the censors. The director also compares and contrasts similar scenes from indie pictures and films produced by major studios, with the latter seemingly allowed far more leniency when it comes to avoiding the dreaded NC-17. In a wonderful twist that adds a strong narrative structure to the film, Dick hires a private detective to hunt down the MPAA's members, thereby lifting the curtain on who these shadowy figures actually are. But the real cherry on the top of Dick's movie is his submission of THIS FILM HAS NOT YET BEEN RATED to the MPAA, which helps highlight the appeals process, and reveals the involvement of the Catholic Church and major cinema chains across the country. Entertaining and informative, Dick's movie is everything a documentary should be. Revelations come thick and fast throughout, and the director skillfully creates a palpable feeling of injustice that will leave many viewers feeling the MPAA is in urgent need of a drastic overhaul. Scriptwriter Adrian Hoven was replaced as director by Michael Armstrong before the film was in production. Armstrong was subsequently fired from his position after reworking much of the script and allegedly experimenting with drugs while on the job. Though uncredited, Hoven is rumored to have directed as much as 60% of the film. The film itself is a gratuitous feast of skin, sin, and ultra-violence, accompanying the opening credits with the brutal rape of a wagonful of nuns. The rapists happen to be the local witch-hunters, led by Albino (Reggie Nalder), who spearheads a number of atrocities before the innocent witch-hunter-in-training Baron Christian (Udo Kier) stumbles upon him mid-rape/murder of a servant girl, Vanessa. Christian's compassion for Vanessa enrages his mentor Count Cumberland, disillusioning poor Christian, who begins to see that the witch hunts are merely an excuse to steal the people's land and rape beautiful, buxom women. He leads the townspeople to revolt, but ultimately fails in his efforts, as Cumberland escapes and his people turn on him. Various subplots based on actual historical accounts of the time include puppeteers accused of witchcraft for their masterful control of marionettes, and a woman who suffers at the hands of a bishop she has accused of rape. Paul Rachman's film is bookended by two clips of Ronald Reagan being sworn in for each of his tenures as president, and the director is quick to draw parallels between Reagan's leadership and the explosion of angry young men who picked up guitars, drums, and microphones and exploded onto an unsuspecting ‘80s music scene. Rachman draws on amazing footage of scene leaders such as Bad Brains, Minor Threat, and Black Flag to tell the story, and splices them with interview clips from band members, scenesters, fanzine writers, label bosses, and plenty of the freaks and misfits who were drawn to the pummeling sounds of hardcore. Perhaps the most interesting aspect of Rachman's film is the fact that that many of the figures who populated it, such as Minor Threat's Ian Mackye and Black Flag's Henry Rollins, still staunchly stick to the stringent personal and work ethics their younger selves developed back in the day. And what a day it was! As the various talking heads tell of dust-ups with cops, violent scenes at shows, and the development of a supportive musical community across the country, it will be difficult for younger viewers not to feel pangs of jealousy. However, Rachman does briefly cover some of the downsides of hardcore, such as the lack of female performers and the jock-like mentality of those who just showed up at shows looking for a punch-up, but on the whole the film is an upbeat testimony to a movement that was so underground that it simply passed by a lot of the high-haired and colorfully clothed pop fans of the era.
